广州电网复杂故障阻隔策略研究

摘要:
广州电网作为特大型中心城市电网对供电可靠性要求很高。梳理了可能导致广州电网大面积停电的三类风险并提出了应对策略。针对多回直流同时闭锁失步解列装置拒动导致系统失步的风险,提出了主动解列片区电网的措施;针对500 kV变电站全停故障下孤网频率失稳风险提出了联切负荷策略。针对线路三相短路主保护拒动局部电网失稳的风险提出了解列机组的措施。基于实际电网的算例验证了所提策略的有效性。

Abstract:
As a large central city power grid, Guangzhou power grid requires high reliability of power supply. Three kinds of security and stability risks of Guangzhou power grid which may cause large-area blackout, as well as their corresponding strategies, are presented. A controlled islanding strategy for transient angle instability risk is proposed in case that the multi-circuit HVDC blocks at the same time and the out-of-step islanding devices fail to operate. The load-shedding strategy for the frequency instability risks of isolated local power grid is proposed in case that the entire 500 kV substation lays off. The generator splitting strategy for transient angle instability risk of local power grid is proposed in case of the main protection operation-failure under three-phase short-circuit fault. Simulation of real power grid confirms the validity of proposed strategies.
