实时调度决策理想度评估的模型与方法研究

摘要:
为了准确分析和评估实时调度计划编制水平,提出了基于PJM理想调度理念的实时调度决策评估方法。在深入分析美国PJM理想调度评估方法的基础上,将理想调度评估理念引入到调度员实时调度决策水平的评估中,并结合实时调度实际业务,设计了基于场景重构、评估指标计算的实时调度决策评估模型,量化实际调度方案与理想方案的差距,为客观评价实时调度业务提供了支撑。基于我国某省级电网实际运行数据的算例分析表明,该方法能够正确量化评估实时调度的水平。

Abstract:
A real-time dispatching decision evaluation method based on the idea of perfect dispatch assessment implemented by PJM power market is proposed to analyze and evaluate the real-time dispatching job accurately. The idea of perfect dispatch assessment implemented by PJM power market is firstly analyzed. Based on the real-time dispatch actual business, this paper proposes a real-time dispatching decision evaluation model including scene re-construction and evaluation indexes calculation by introducing the idea of perfect dispatch assessment into the real-time evaluation. The model could quantify the difference between real dispatching plan and the perfect one and make the real-time dispatching evaluation more objective. The test model based on the real power grid data from a province in China certifies the validity of this method.
