电网负荷峰谷差不断增大和跨区域输电的发展导致负荷低谷时段的调峰问题日益突出。提出一种电网低谷时段调峰能力评估模型,对研究周期内大容量燃煤机组启停次数和最小下调功率裕度进行优化,同时考虑机组运行的各类约束和电网负荷约束,实现电网低谷时段调峰能力的量化评估。基于不同电网间调峰能力的差异性,提出一种省间调峰互济交易机制,分析了低谷交易和峰谷打捆交易两种交易模式,并在调峰能力评估的基础上提出了调峰不足电网的调峰需求量确定方法。算例分析表明,所提出的方法能有效评估电网调峰能力,所提出的省间调峰互济交易模式具有可行性和有效性。 |

Abstract: |
The increase of grid load peak-valley difference and the development of trans-regional power transmission lead to the peak load regulation problems in valley periods of load. An evaluation model of peak load regulation capability in valley periods of load is established, which optimizes the times of units’ startup and shutdown and the minimum downward adjustable power during the research period considering various types of constraints of unit operation and grid operation and achieves the quantitative assessment of negative peak load regulation capability. On the basis of otherness of peak load regulation capability between two grids, a trading mechanism is proposed and two trading modes including valley trade and peak-valley-bundled trade are analyzed. Then a method to determining the regulation demand of lacking-load grid is proposed on the basis of evaluation model of peak load regulation capability. The results of typical case indicate that the proposed model can effectively evaluate the peak load regulation capability and the proposed trading mode for trans-provincial aid is feasible and effective.
