随着负荷快速发展以及分布式能源和新型柔性负荷接入的增加,一流配电网的建设任务越发紧迫,但在实践中存在不计代价盲目追求高技术指标的倾向。结合我国配电网发展现状和智能化的发展方向,指出了“三协调快复电”的一流配电网精益化规划任务,展望了基于主动配电网的管理提升策略。其中,“三协调”分别为供电分区协调、配电网高中压协调和基于“一环三分三自”的中压配电网一、二次协调;“快复电”是合理选择故障处理模式。同时指出物联网、高速通信、储能三者为配电网源-网-荷-储协调调度的关键技术,最终通过智能互动提升电网对间歇性新能源与负荷(含新型负荷)的接纳能力。 |

Abstract: |
With the rapid development of power load and the increase of distributed energies and new flexible loads, the task of building a first-class distribution network is becoming more and more urgent. However, in practice, there is a tendency to blindly pursue high technical indices at all costs. With the current development status and intelligent development direction of China's distribution networks being considered, the core task of lean planning called “three kinds of coordination with quick power recovery” is noted, and the expectation of management improvement strategies for an active distribution network is shown. Among these strategies, the "three kinds of coordination" refer to the coordination of power supply areas, of high and medium voltage distribution networks and of primary and secondary systems for medium voltage distribution networks (called “one-ring three-segmentation three-automation”). The "quick power recovery" is used to select fault processing modes. Also, it is pointed out that the Internet of Things (IoT), high-speed communication and energy storage are the key technologies for the source-network-load-storage coordinated dispatching of a distribution network. Finally, the capacity for a power network to accept intermittent new energies and loads (including new flexible loads) is promoted through intelligent interaction.
