双碳目标下可再生能源的快速发展将极大改变我国电力系统能源结构与分布,同时也为电力系统中储能的发展带来了重大的机遇与挑战。首先,研判了未来电力系统中负荷中心位置、电源结构及分布的变化,预测了未来电力系统电力流“外电内送”的新格局。然后,分析了储能对于支撑新格局电力系统安全、高效、低碳运行的重要意义。结合我国地形特点,探索了抽水蓄能在新格局下的发展优势。提出以抽水蓄能为主体构建未来电力系统储电网,从有功功率的全网统一性角度分析其必要性。最后,从规划、运行和市场三个方面探讨了储电网关键技术,提出了对于电力系统储电网发展的一些思考。 |

Abstract: |
Driven by carbon peak and neutrality goals, the rapid development of renewables will significantly change the structure and distribution of energy resources of the power system in China. This also brings great opportunities and challenges for the development of energy storage in the power system. First, the locations of the load centers and the changes of the structure and distribution of energy resources are studied, based on which the new pattern of future power system is predicted, i.e., from-outside-to-inside power transmission. Then, the critical role of energy storage in supporting the secure, efficient, and low-carbon operation of the future power system is analyzed. The development superiority of pumped hydro storage in the new pattern is highlighted considering the topographical characteristics of China. Accordingly, a pumped hydro storage-predominating energy storage grid is proposed, whose necessity is further analyzed from the perspective of system-wide active power balance. Finally, key technologies for the energy storage grid are investigated, including planning, operating, and market, and some thoughts on the development of the energy storage grid are also provided.
