我国虚拟电厂目前处于试点阶段,以邀约性质的需求响应为主,尚未形成可聚合多类资源并主动参与市场的综合类虚拟电厂。为解决虚拟电厂在我国建设与发展过程中面临的诸多问题,介绍了新型电力系统中“能量-信息-价值”三层网络的结构、内涵及相互关系,进而引出基于“三流融合”的虚拟电厂运行架构,并按照三层网络对相关问题进行分类。在能量层,对资源建模、源荷预测、调控技术及不确定性处理方面的研究现状进行综述,并分析了理论研究在工程应用中的难点。在信息层,探讨了通信时延、隐私保护及安全接入技术对虚拟电厂发展的重要意义。在价值层,分析了上层集中式参与和下层分布式协同的市场架构,并对虚拟电厂在点对点交易、辅助服务市场及多市场耦合等运行场景中的应用进行综述。最后,结合我国电力结构和电力市场发展现状进行总结,并提出虚拟电厂投资建设与运行的相关建议。 |

Abstract: |
Currently, virtual power plants (VPPs) in China are at the pilot stage, predominantly relying on invitational demand response, and have not yet to form comprehensive VPPs that can integrate multiple types of resources and actively participate in the market. To address the numerous challenges facing VPP construction and development in China, this paper first introduces the structure, implications, and interrelationships of the “energy-information-value” tri-layered network within the new power system, leading to a VPP operational architecture based on the integration of these three flows. Relevant issues are categorized according to this tri-layered network. In the energy layer, this paper reviews the current research status of resource modeling, generation-load forecasting, control technologies, and uncertainty management, while analyzing the challenges of theoretical research in practical engineering applications. In the information layer, it explores the significance of communication latency, privacy protection, and secure access technologies to VPP development. In the value layer, it examines the market structure of upper-level centralized participation and lower-level distributed collaboration, and summarizes the applications of VPPs in operation scenarios such as peer-to-peer trading, ancillary services markets, and multi-market coupling. Finally, there is a summary based on the current state of China’s electric power structure and market development, along with recommendations for VPP investment, construction, and operation. |
