近年来,我国大用户直购电规模和清洁能源装机增长迅速。在电网发电计划编制过程中,保证清洁能源消纳和火电厂直购电量完成之间的矛盾开始显现,给调度运行带来严峻挑战。针对这一问题,结合当前日前发电计划编制的业务流程,引入让渡价格,设计了日前发电计划中清洁能源与传统电源发电权交易的新机制。围绕该机制,提出了直购电量优先完成的发电计划预编制方法。最后基于IEEE-39节点系统构造算例论证了所提出方法的有效性。 |

Abstract: |
The size of consumers' direct-purchasing electricity and the installed capacity of clean energy is growing rapidly in recent years in China. The conflict between the absorption of clean energy and the fulfillment of direct-purchasing electricity began to stand out especially in the process of day-ahead generation schedule which challenges the power dispatching. To solve this problem, this paper proposes a new generation right trading mechanisms for clean energy and the traditional one by introducing the concept of assignment price based on the current generation schedule. Besides, a compilation method of generation schedule to ensure the consumers’ direct-purchasing electricity based on the new mechanisms is proposed. At last, the validity of this method is proved by a case study based on IEEE 39-bus system.
