电力市场结算的本质是市场成员之间的利益分配,高效、准确的市场结算是保障电力市场稳健有序发展的重要基础。当前,我国正全面推进电力体制改革,广东作为国内电力市场改革的先行者,在中长期市场结算实践中遇到诸多挑战。为此,广东电力市场紧紧围绕收支平衡这一“主线”开展结算机制设计,包括:计划与市场解耦结算、“类区域市场”两级结算、发电侧双偏差结算、灵活多样的零售结算、发电权“刚柔并济”结算等。全面梳理了广东电力市场结算机制设计的思路和举措,并对比分析了国内外偏差结算机制设计的特点。介绍了广东电力交易结算系统的特点,对广东电力市场结算开展了实证分析。希望该研究能够为我国电力市场建设提供有益参考和借鉴。 |

Abstract: |
The essence of the electricity market settlement is the distribution of the interests among market participants. Efficient and accurate settlement is the foundation of the steady and orderly development of the electricity market. Nowadays, China is pushing ahead comprehensive electricity market reform. As the pacesetter of the electricity market reform, Guangdong has faced many challenges in the mid-long term market settlement. Balanced budget is the main line of the Guangdong electricity market settlement mechanism design. The decoupling of the regulated market and the deregulated market settlement, two-level settlement of the immature regional market, deviation settlement in the generation side, flexible retail settlement, generation right settlement are adopted to achieve budget balance. The settlement mechanism of Guangdong electricity market is reviewed, the characteristics of deviation settlement mechanism design at home and abroad are compared and analyzed. Guangdong electricity trading system is introduced, and case studies are conducted on the settlement of Guangdong electricity market.
