敏感用户的工业生产过程因电压暂降跳停,导致巨大的经济损失,亟需安装治理设备满足优质电力需求。针对传统用户自购治理设备存在投资高、风险大的问题,提出一种基于信托租赁的优质供电服务模式。该信托租赁模式解决了受治敏感负荷筛选、服务费用优化、服务费用分配三个问题,通过定义“容量/损失比”筛选出有必要安装治理设备的敏感负荷,以用户-服务商双方净收益最大化为目标优化服务费用。建立电力公司-设备制造商服务费用分配的不对称纳什谈判模型,提出服务费用分配策略,从而形成一套完整、可操作的服务模式。最后对某敏感用户进行实例分析,证明了信托租赁模式的可行性,为优质供电服务工作开展提供了一种新的模式参考。 |

Abstract: |
The trips of industrial bproduction process for sensitive users are caused by voltage sag, which leads to huge economic loss, so it’s urgent to install governance equipment to meet the demand for premium power. Aiming at the problems of high investment and high risk in the traditional users’ self-purchase governance equipment, a service pattern for premium power supply based on trust lease is proposed. The specific content and implementation process of the pattern are proposed to solve the three problems of sensitive loads screening, service cost optimization and service cost allocation. By defining the "capacity/loss ratio" to screen out the sensitive loads which are necessary to install the governance equipment. The service cost is optimized with the goal of maximizing the net income of the user and the service provider. The asymmetric Nash negotiation model of the service cost allocation between the power company and the equipment manufacturer is established, and the strategy of service cost allocation is proposed. So far, a complete and operable service pattern has been formed. Finally, an empirical analysis of a sensitive user proves the feasibility of trust lease pattern and provides a new pattern reference for the development of premium power supply service.
